Public Hearing – Municipal Aid Road Fund

The City of Cynthiana Board of Commissioners met at 6:30 P.M. at City Hall for the purpose of obtaining citizen’s comments regarding the possible amended uses of the Municipal Road Aid (MRA) and Local Government Economic Assistance (LGEA) Funds.
City Clerk Charleen McIlvain read the following information:
(Amended) Municipal Road Aid LGEA
Bal. carried fwd  $124,600  0
Anticipated Receipts  $103,000  $2500
Anticipated Interest Inc.  $ 2,700  125
Total Resources Avail. for Appropriation  $230,300  $2625
This would leave an amended projected balance for the next fiscal year of $108,300.
There were no comments from the public, but Commissioner McGee questioned if any of the streets in the northeast quadrant that was in the water improvement project was included in the blacktopping list. Ms. McIlvain stated that they were not included, but the State DOT will be blacktopping Oddville Avenue.
Commissioner Brunker noted that Highland Avenue and Battle Grove Avenue were not in bad shape, but E. Pleasant Street and Wilson were in terrible condition. Commissioner Lancaster stated the Hinkle Contract may have to be re-bid. It was suggested the City contact other utilities to see what work is being planned in that area since Stanley Pipeline is currently digging in the N. Elmarch/Oddville area.
Commissioner Brunker suggested the Board drive through town, make a list of streets in bad condition, and re-evaluate the proposed contract list. The Board agreed. Commissioner McGee would like for E. Pleasant St., Wilson Avenue, Elmarch Avenue, Marshall Avenue, Miller Street, McDowell Avenue, and Church Street to receive priority.
Commissioner Lancaster made a motion to conclude the public hearing. Commissioner McGee seconded. In favor: Commissioner Brunker: yes; Commissioner Lancaster: yes; Commissioner McGee: yes; Mayor Wells: yes; Opposed: none. Meeting adjourned.
