The City of Cynthiana Board of Commissioners met in a special session on March 17, 2003 at 4:00 P.M. in the Commissioner’s Room at City Hall.  Present were Mayor Wells, Attorney Lair, Commissioners Clayton, Conner, Doan, and Martin.

Mayor Wells called the meeting to order and stated the purpose of the meeting was the second reading of Ordinance #1360 and the hiring of two police officer recruits.

MEETING CALLED TO ORDER

Attorney Lair read Ordinance #1360 expressing the intent of the City of Cynthiana to annex approximately 121.389 acres more or less generally lying east of Cynthiana and on the north side of U.S. 62, Oddville Pike. 

Commissioner Clayton made a motion to accept the second reading of Ordinance #1360.  Commissioner Conner seconded.  In favor:  Commissioner Clayton:  yes;  Commissioner Conner:  yes;  Commissioner Doan:  yes;  Commissioner Martin:  yes;  Mayor Wells:  yes;  Opposed:  none.  Motion carried. 

ORDINANCE #1360 – (Second Reading)

Commissioner Martin made a motion to hire David Osborne as a Police Officer Recruit effective March 23, 2003 at an hourly rate of $9.50 with the stipulation that Mr. Osborne enter into a Conditional Contract of Employment referencing training costs with the City of Cynthiana.  Mr. Osborne has satisfactorily completed all pre-employment requirements.  Commissioner Conner seconded.  In favor:  Commissioner Clayton:  yes;  Commissioner Conner:  yes;  Commissioner Doan:  yes;  Commissioner Martin:  yes;  Mayor Wells:  yes;  Opposed:  none.  Motion carried.

MOTION TO HIRE DAVID OSBORNE AS A POLICE OFC RECRUIT

Commissioner Martin made a motion to hire Gary Downs, Jr. as a Police Officer Recruit effective March 23, 2003, at an hourly rate of $9.50 with the stipulation with Mr. Downs will enter into a Conditional Contract of Employment referencing training costs with the City of Cynthiana.  Mr. Downs has completed all pre-employment requirements.  Commissioner Doan seconded.  In favor:  Commissioner Clayton:  yes;  Commissioner Conner:  yes;  Commissioner Doan:  yes;  Commissioner Martin:  yes;  Mayor Wells:  yes;  Opposed:  none.  Motion carried.
