The City of Cynthiana owns its own water treatment facility and supplies water to its citizens and to the Harrison County Water Association. The Water Treatment Plant is located at 201 Waterworks Road.  The plant is manned 24 hours a day, seven days a week. All operations of the Water Treatment Plant must meet the criteria set forth by the Commonwealth of Kentucky Environment Protection Agency, Division of Water. All operators must be certified operators under the Division of Water guidelines. 

The water treatment plant was built in 1964. The plant treats an average of two million gallons of water a day. Our main source of water is the South Fork of the Licking River. Hinkson and Stoner Creeks in Bourbon County supply the water to the South Fork of the Licking River. Terry Dam creates a pool of water from which the water is drawn into our water treatment plant. When the treatment process is completed, it is released into the water distribution system. This system includes three water storage towers: a 300,000 gallon tower located on U.S. 27 North, 500,000 gallon tower located near TI Group Automotive Plant, and a 1,000,000 gallon tower located near the Harrison County Middle School. The water treatment plant also contains two clear wells holding 300,000 and 500,000 gallons of water, respectively. 

During time of severe drought, the City of Cynthiana has an alternate supply of water. In 1987, the City of Cynthiana Board of Commissioners authorized the construction of 16 miles of 16” pipe that carries a supply of water from the Main Licking River. This pump is located in an area known as Devil’s Backbone. This pump is manned on a 24 hour a day basis during severe drought events. The Main Licking River is fed by Cave Run Lake located in Rowan County.

The Federal Right to Know Act requires that each supplier of potable water must prepare a Consumer Confidence Report on a yearly basis. This report lists any violations the treatment plan may have incurred in a year. The Water Treatment Plant supplies water to approximately 2700 homes and businesses in Cynthiana. To secure water service in Cynthiana, you must come to the City Clerk’s office at 141 E Pike Street, during regular business hours. Office hours are 8:00 a.m. to 11:45 a.m. – 12:30 p.m. to 4:00 p.m. Monday through Friday. For more information regarding deposits, etc., please call 234-7152.
